If you change biller information at any time, pending payments will reflect the old information. You must cancel and reschedule any pending payments. If you update an automatic (recurring) payment, you will need to delete any pending automatic payments as well. If you do not delete your old pending payments, your biller will be paid twice.
PAYMENT SCHEDULING
The earliest available pay date is displayed dynamically in the "Pay Date" field on the "Payment Center" page. Most payments require 4 business days from the current date. Some payments may be made on the same day, depending on the biller.
To determine the earliest payment date for each biller, click on the calendar icon in the "Pay Date" column on the "Pay Bills" screen. A dynamic calendar will display, highlighting the available payment dates in blue text.
When scheduling payments you must select a scheduled payment date that is no later than the actual due date reflected on your payee statement, unless the due date falls on a non-business day. If the actual due date falls on a non-business day, you must select a scheduled payment due date that is at least 1 business day before the actual due date. Scheduled payment dates should be prior to any late date or grace period.
Star One recommends that you schedule your payments several days in advance of the due date on your bill.
Note: Processing ends at 9:00 pm Pacific Standard Time. Any payments scheduled after 9:00 pm PST will be processed as if they were scheduled on the following business day.
The maximum dollar amount you may pay using Bill Pay is $99,999.00.
HOW TO ASK A QUESTION ABOUT A PAYMENT
Click on the "Bill History" tab. If necessary, input your desired dates and click on the Refresh button. In the Action column, click on the "View Detail" link. Scroll below the payment information until you see, "If you have a question about this payment, you can send us a payment inquiry." Click on the payment inquiry link and complete the form. Be sure to click on the Send Inquiry button.
We respond to your questions within one business day. Click on the "Messages" link in the upper right hand corner of almost any page in Bill Pay to view your responses.
TYPES OF PAYMENTS AND HOW THEY CLEAR YOUR CHECKING ACCOUNT
Although most payments will be made electronically, a check may be issued in certain cases. As a result, any payment may be made in one of three ways:
- Electronically (ACH)
- Laser Check (drawn from the member's account)
- Electronic to Check (Corporate Check drawn from CheckFree's account)
Electronic payments and
Corporate Checks are to be posted to your account on the scheduled due date.
Laser Checks will not post to your account until the check has been deposited by the payee and has cleared through Star One. You may view Laser Checks in Online Banking, however, you will not be able to view Corporate Checks.
To determine your payment type, click on the "Bill History" tab. It will display a table that shows your current payments. Click on "View Detail" of the chosen payment in the right hand column of the table. If your payment was made
- electronically you will see something like, "Your payment from your *XXXXX account was sent to Anybank Credit Card on 09/27/2005. The funds were withdrawn from your account on 09/28/2005. Your payment of $60.00 was posted to your account on 09/29/2005.
- by Laser Check you will see something like, "Check # 99XXX from your account *XXXX was mailed to Anybank Credit Card on XX/XX/2005. Funds for this payment will be withdrawn from your account when the biller cashes the check."
- by Corporate Check you will see something like, "Check #XXXXXXXX from our account was mailed to Any Friend on 09/27/2005. Funds were withdrawn from your *XXXXX account on 09/30/2005."
Note: All
Laser Checks have a 6 digit check number that begins with 99.
Corporate Checks have 7 digit check numbers or larger.
ABOUT E-BILLS
You may set up E-bills with certain billers. If you set up an E-Bill in "Click and Pay" status, be sure to
click on the eDue icon to pay your bill 
. Otherwise your E-bill will appear as not paid, even though you have sent your biller the required funds.
OUR SERVICE GUARANTEE
Star One Credit Union cannot guarantee that payees will credit funds received on your scheduled payment date. For this reason, we recommend that you schedule your payments several days in advance of the due date on your bill. The Credit Union will bear responsibility for any late payment related charges up to $50.00 if a payment posts after its due date, as long as the payment was scheduled in accordance with the guidelines described under
Payment Scheduling.
The Credit Union shall incur no liability if we are unable to complete any payments because:
PROHIBITED PAYMENTS
Payments to payees outside of the United States or its territories are prohibited.
WHO NOT TO PAY WITH BILL PAY
- Star One Credit Union
We do not recommend that you pay your Star One loans using Bill Pay. Current automatic debits and "5th of the month transfers" should not be changed (doing so may increase the Annual Percentage Rate paid on your loan). If you are currently making coupon payments and would like to change to automatic payments, please contact our loan department. You may also choose to make coupon related or real estate loan payments using our "Schedule Transfer" function in Online Banking.
- The California DMV or any other government agencies
We do not recommend that you use Bill Pay to make payments to the DMV or (any other government agencies). The DMV will not provide information to third parties (this includes Star One and CheckFree). These payments may be scheduled through the Service, however the Credit Union is not liable for any claims or damages resulting from your scheduling of these types of payments. All research and resolution for any misapplied, misposted or misdirected payments will be the sole responsibility of you and not of the Credit Union.
- Tax or court ordered payments
We do not recommend that you make tax payments or court ordered payments using Bill Pay. Tax payments and court ordered payments may be scheduled through the Service, however the Credit Union is not liable for any claims or damages resulting from your scheduling of these types of payments. All research and resolution for any misapplied, misposted or misdirected payments will be the sole responsibility of you and not of the Credit Union.
- Any payee that requires proof of payment on a recurring basis
Most payments are made electronically. As a result it is difficult to provide proof of payment for certain payees. In these cases it is best to write a personal check.
We do recommend that you use Bill Pay to pay all other vendors. Our "Pay Anyone" model lets you make payments to anybody you choose. Electronic payments are normally made to those who can accept them, and checks are issued to those who cannot.
FAILED OR RETURNED TRANSACTIONS
If we are unable to complete the transaction for any reason associated with your payment account, the transaction will not be completed. You may receive a return notice from the Credit Union. In such case, you agree that:
- You will reimburse the Credit Union the transaction amount;
- You will reimburse the Credit Union for any fees imposed as a result of the return;
- You will reimburse the Credit Union for any fees it incurs in attempting to collect the amount of the return from you; and,
- The Credit Union is authorized to report the facts concerning the return to any credit reporting agency.
Note: Your Bill Pay account may be frozen if you have insufficient funds available in your checking account. You will receive a written and e-mail notice from CheckFree, our Bill Pay vendor. To discuss re-activation of your account, you must call CheckFree at (800) 848-1337.
Overdraft coverage will reduce the risk of failed transactions in Bill Pay. |

BILLING
Bill Pay fees are charged in arrears. Inactivity fees are charged to those members who sign up for Bill Pay and do not use it for a period of 2 calendar months or more. The inactivity fee is charged to recoup the operating expense Star One must pay for each member.
* Your inactivity fee (if applicable) may be $2.00 or $4.00, depending on whether you receive a credit for Direct Deposit, Online Statements, or both. The inactivity fee charged will nullify your credit(s),
resulting in a maximum $4.00 monthly charge. In no event will the combined Bill Payment fee and the Inactivity fee exceed $4.00 per month.
Per transaction fees (more than 20 bills paid per month) and insufficient funds/overdraft fees are in addition to the monthly fee.
TRANSACTION DESCRIPTIONS
STATEMENT & ONLINE BANKING (Checking Account Transactions)
Your Statement displays "CHARGE BILL PAY MONTHLY FEE" and a $4.00 charge. If you have Direct Deposit or Online Statements, you will see "REFUND BILL PAY W/E-STMT ONLY" or "REFUND BILL PAY W/DIRECT DEPOSIT" and a $2.00 credit for each.
If you pay more than 20 bills per month you will see "CHARGE BILL PAY W/EXCESS 20 BILLS" and a charge of $.25 per bill. If you do not pay any bills during 2 calendar months, you will see a charge for "CHARGE BILL PAY W/INACTIVE 60 DAYS" for either $2.00 or $4.00 as
described above.
